2- A plan of reconstruction process 2

The plan consists of three basic phases; the relief phase ,pre-reconstruction phase and reconstruction phase.

2-1 The immediate relief :

It starts during the war and continues to the post war period .
In this period the following things can be done ;

  •  Estimating and providing urgent and basic requirements relevant to the process of housing displaced people in the places of damage .
  • Estimating damages and collecting data so the plans and the policies are based or modified on right data collected by trained and professional cadre.
  • Estimating the urgent temporarily houses needed to house displaced people .
  • Estimating the materials need to restore service facilities such as hospitals health centers and schools
    2.2 pre-reconstruction phase (assessment and survey phase)
    This phase includes the following :
  • Making detailed plans based on right data collected in the first phase.
  • Preparing similar studies and assessing the damages by conducting fields surveys to determine the requirements and meet them .
  • Building active data base in order to start the reconstruction work properly. This step points to the rapid recovery of the community and assessment the damages and the needs. In this step the survey and assessment will be of two kinds. The first will be direct and fast .The second will be in details and include the followings:

a- Destruction and damages assessment
b- Needs and requirements assessment
3- Reconstruction phase

During this phase, Dirana aims to implement and execute the reconstruction projects and repair the physical environment as well as following up and assessing all the reconstruction projects, collecting new data and formulating strategies and relevant new plans .This phase takes long time because it is basically aims to normalize the life in different governorates of the Republic .
